Title Head Net Controller
Job Information

Purpose: To coordinate and develop net controllers for the Kent County RACES / SAR / KCARPSC / skywarn volunteer emergency programs.

Responsibilities / Duties:
– Developing New Net Controllers
– Training net controllers on technology and radio protocols.
– Creating Training requirements for Net Controllers and job titles
– Running Net’s or assigning net controllers for the following:
— Skywarn activation’s
— SAR Activation’s
— RACES Activation’s
— KCARES Activation’s / Special Events

Reports to: Deputy Director – Support / Logistics

 

Additional Information:

Net Controllers are NOT required to be in the field. They should have
a basic understanding of radio communications and should be willing to
be available at odd hours to run net control from home.  Net
controllers should have a amateur radio station capable of  reaching
all of the local repeaters within Kent County.  Along with a computer
to watch radar and coordinate net control efforts.

Title Emergency Communications Team Leader
Job Information

Kent County Radio Amateur Civil Emergency Service (KCRACES) is looking for an experienced amateur radio enthusiast to fill the roll of the Communications Unit leader. This is a volunteer position. Candidates must be willing to make a two-year (minimum) commitment.

Duties and responsibilities include:
Coordinates communications unit activations
Operates net control when other net controllers are not available
Trains net controllers
Creates / updates communications plans as needed
Advises KCRACES coordinator on communications specific issues
Works with other KCRACES unit leaders to fulfill communications needs to successfully complete missions

KCRACES Communication Unit Leader requirements:
Must join Kent County Radio Amateur Civil Emergency Service
Willing to make a two-year commitment to the position
Amateur Radio License
Own Dual band Amateur Radio’s both mobile and handheld
Previous radio operations experience
Ability to sustain radio operations from home
FEMA IS-22, IS-100.b

Title Skywarn Coordinator
Job Information

Kent County Skywarn is looking for an experienced weather enthusiast to fill the roll of Coordinator. This is a volunteer
position. Candidates must be willing to make a two-year (minimum) commitment.
Duties and responsibilities include:
· Coordinates Skywarn activation’s
· Advises Kent County Radio Amateur Civil Emergency Service (KCRACES) leadership on potential severe weather
activation
· Makes recommendations on potential Emergency Operations Command Center activation
· Reports severe weather
Communicate with the National Weather Service
· Attend (via Internet) various weather briefings
· Operates net control when other net controllers are not available. Trains net controllers.
· Coordinates Skywarn annual training for the public
· Participates in the monthly siren tests and communicates results
Skywarn coordinator requirements:
· Previous radio operations
· Basic Skywarn Training
· Must complete Advanced Skywarn Training within 12 months of appointment
· Must join Kent County Radio Amateur Civil Emergency Service
· Willing to make a two-year commitment to the position
· Amateur Radio License
· Own Dual band Amateur Radio both mobile and handheld

Title Kayak Crew Leader
Job Information

Purpose:  To provide span of control, better leadership and individual training for ground team members

Responsibilities / Duties:

– Work with current Ground team Kayak members to further skills
– Mentor New Ground Team members as they progress through their training requirements
– Provide span of control contact for the Deputy Director – Ground Team and Deputy Director Training
– Work with ground team Kayak members assigned to resolve conflicts
– Work with other Ground Crew Leaders as needed
– Work with Assigned team members to coordinate small group training operations
– Account for and document assigned ground team members training information

Reports to:– Ground SAR Team Leader
PFT Required: Yes  – Arduous Level
Training Requirement Form Title: Awareness, Operations, Optional but encouraged: NST3 / NST2 / SARM

Other Information:
The goal of the Ground Team Kayak Crew Leader Position is Not that of status, but to help with span of control and to mentor new and current members.  The GTYCL position will be responsible for up to 7 Ground Team Kayak members and will be responsible for working with those members on a regular basis.   The GTYCL should be in constant contact with assigned team members and the GTTL (Ground Team Team Leader).

 

Required Equipment:

– Dual Band Amateur Radio capable of reaching Amateur Radio Repeaters within Kent County
– Computer system with at least windows XP and internet access.
– Smart Phone (Tablet or laptop desired)
– 24 Hour SAR Pack
– 72 Hour SAR Pack – Recommended

Title Net Controller
Job Information

Purpose: To provide radio net control to the KCRACES umbrella organizations during activations (KCRACES, KCSAR, KCSKYWARN, KCARPSC, KCEST).

Responsibilities / Duties:

– Coordinate net efforts during activations for the KCRACES Organization
– Track units
– Record information
– Report Weather conditions
– Look up data for  command
– Handle Requests from Command
– Keep command advised of situations/information that may be pertinent to the overall operation

Other Information:
The net controller is a support position that is not required to go into the field.  Net Controllers work from home or from an assigned on-scene location during operations as needed.  How to work a base radio and computer literacy is a must.  Candidate should be able to type and talk at same time. Multi-tasking is a requirement.   Net Controllers act as a dispatcher for the Kent County RACES organization to support the overall effort and assist with accountability of responding members and data.

Title Ground Team Member
Job Information

Purpose:  To respond to missing person events in / around Kent County as a basic Ground team member.  This is our most basic field position.

Responsibilities / Duties:

– Train to the highest level possible in the shortest amount of time possible
– Promote / advertise the organization to potential candidates
– Respond in uniform to activations ready to work in the field in all types of environmental condition’s
– Be ready for everything

Reports to: Ground Team Crew Leader
PFT Required: Yes – Level  Moderate – Arduous encouraged
Training Requirement Form Title: Awareness Check List, Operations Check list, Optional but encouraged NST3,NST2, Tech

Other Information:
The Ground team member is the entry level position in KCSAR. Many members stay in this position and many will specialize into various categories.  In the end all KCSAR field ready members are a ground member, specialization does not exempt from working in the field as a ground person.  The Ground team member is encouraged to train as rapidly as possible to make the most use of available time and resources.  The sooner a team member completes the awareness check list the quicker the team member may start responding into the field as productive kcsar team member.  Ground team members should be able to support themselves for at least 24 hours without placing burden on the team / hosting agency.   Team members are encouraged to be able to support themselves for up to 72 hours with out support.
